Governor Gavin Newsom yesterday appointed former Supreme Court Justice Carlos Moreno and three others to the Committee on Revision of the Penal Code. The committee, which holds its first meeting on Friday, was created by statute last year with the charge to “Simplify and rationalize the substance of criminal law [and] criminal procedures,” “Establish alternatives to incarceration that will aid in the rehabilitation of offenders,” and “Improve the system of parole and probation.”
Moreno retired from the court in 2011 after over nine years as a justice. Beginning in 2014, he served three years as U.S. ambassador to Belize after his appointment by President Obama.
