Founded in 1957 by Ellis J. Horvitz—a pioneer of appellate advocacy in California—the firm has specialized in appeals for over 60 years. Barry Levy joined in 1977, and together they built a collaborative, excellence-driven firm committed to delivering appellate success at the highest level.

We have helped clients succeed in complex, high-stakes cases across California and the Ninth Circuit, with more than 1,500 appeals litigated and over 150 appearances before the California Supreme Court since 2000. With offices in Los Angeles and San Francisco, Horvitz & Levy continues to lead the field in appellate law nationwide.

Our attorneys regularly provide pro bono representation before state and federal appellate courts, including the California and U.S. Supreme Courts. We collaborate with advocacy organizations like Public Counsel, The Alliance for Children’s Rights, and the Harriett Buhai Center for Family Law. Several partners also lead Pepperdine’s Ninth Circuit Appellate Advocacy Clinic, mentoring students and securing impactful wins in civil rights cases.
