We are pleased to provide a complimentary copy of the Horvitz & Levy MICRA Manual, in a searchable PDF file. This is our 2018 version of the manual, which entirely replaces the 2012 version.  Changes have been made throughout, but much of the new material is in Part B, “Definitions Common to All MICRA Statutes.”

The MICRA Manual is a comprehensive analysis of California law concerning the Medical Injury Compensation Reform Act of 1975, and is cited by California appellate courts. (See Salgado v. County of Los Angeles (1998) 19 Cal.4th 629, 649, fn. 7; Hrimnak v. Watkins (1995) 38 Cal.App.4th 964, 984, fn. 1 (conc. opn. of Davis, Acting P.J.); Atkins v.
