Thomas Todd joined the firm in 1981.
He is admitted to practice in California state courts,
the U.S. Court of Appeals, Ninth Circuit and the U.S.
Supreme Court.
Prior to joining the firm, Mr. Todd was an Assistant
City Attorney with the Los Angeles City Attorneys
Office, Civil Branch. Before that, he was a Deputy City
Attorney with the Los Angeles City Attorneys Office,
Criminal Branch.
Mr. Todd is an expert on Californias Medical Injury
Compensation Reform Act (MICRA), and is the author of
Horvitz & Levy LLP, MICRA Manual (2000). He has
particular expertise regarding periodic payment judgments
and was the principal consultant to the Uniform Law
Commissions drafting committee for the Uniform
Periodic Payment of Judgments Act.
Mr. Todd received his Bachelor of Arts from the University
of California at Irvine and his Juris Doctor from Stanford
Law School. While at Stanford, he was a member of the
Stanford Law Review.
