S. Thomas Todd

Thomas Todd joined the firm in 1981. He is admitted to practice in California state courts, the United States Supreme Court, and the United States Court of Appeals for the Ninth Circuit.

Prior to joining the firm, Mr. Todd was an Assistant City Attorney with the Los Angeles City Attorney’s Office, Civil Branch. Before that, he was a Deputy City Attorney with the Los Angeles City Attorney’s Office, Criminal Branch.

Mr. Todd is an expert on California’s Medical Injury Compensation Reform Act (MICRA), and is the author of Horvitz & Levy LLP, MICRA Manual (2010). He has particular expertise regarding periodic payment judgments and was the principal consultant to the Uniform Law Commission’s drafting committee for the Uniform Periodic Payment of Judgments Act.

Mr. Todd received his Bachelor of Arts from the University of California at Irvine and his Juris Doctor from Stanford Law School. While at Stanford, he was a member of the Stanford Law Review.

In 2010 and 2011 he was named a “Best Lawyer” in the category of Appellate Law by The Best Lawyers in America.
